Definition: Returns people with the abbreviation of the contents of their Preferred Region field, if it matches the target Region. Preferred Region is an optional field. People can have blank return values if the Preferred Region field is blank or if its value is not the target Region.
Return value: Values of type String.

Sorting: If this base rule is used for sorting in a List Target or a List, then people with a blank Preferred Region value are pushed behind the other candidates in an ascending sort; otherwise, they are preferred (sorted to the top) if the sort is descending.
