Definition: Returns people with the order number of the list target in the list used to staff them (fill the vacancy). All lists have at least one list target so this return value is always >= 1.
Return value: Returns values of type number.

Sorting: If this base rule is used for sorting in a List Target or a List, then people are sorted in numerical order in an ascending sort by list target order; otherwise they sorted in reverse numerical order in a descending sort.
